Por la presente iniciativa queremos declarar a la Vigilia por Malvinas que se realiza todas las madrugadas del 2 de abril en la provincia de Tierra del Fuego, Antártida e Islas del Atlántico Sur como Patrimonio Cultural Inmaterial de la Nación siendo éste un homenaje a quienes dieron la vida por nuestra tierra y defendieron con honor y valor la soberanía de nuestras islas.Es una tradición que comparten Ushuaia, Rio Grande y Tolhuin y se realiza al unísono para honrar a los veteranos y caídos de la Guerra de Malvinas. Durante la noche del 1 de abril y la madrugada del 2 de abril los vecinos de cada ciudad se reúnen para rendirles homenaje y conmemorar a los participantes de la guerra.Finalizada la guerra, los esfuerzos de los veteranos por resolver las problemáticas que los aquejaba decantaron en la conformación del primer centro de veteranos de Rio Grande, dónde comenzaría a gestarse la idea de la Vigilia.En 1991 se concretó la Ley Nacional 23.848, que comprende únicamente a soldados conscriptos y civiles que participaron en la guerra, de la cual surgiría una nueva institución, la Asociación Civil de Excombatientes 2 de Abril, integrada por soldados conscriptos y civiles.Según fuentes oficiales del Municipio de Rio Grande, en 1995, de la mano de ésta nueva Asociación, nace la Vigilia por Malvinas para homenajear a sus compañeros caídos en el campo de batalla. Este primer encuentro se realizó en el antiguo monumento a los pilotos de la Fuerza Aérea creado en los 80 que indicaba la ruta aérea a Malvinas. Allí, 13 veteranos se auto convocaron el 1 de abril a las 20.00 hs, y con fogatas y mucha emoción pasaron la noche recordando a sus compañeros, los momentos compartidos y las experiencias vividas hasta las 8.00 del 2 de abril.Desde 1995 este acto ha sido inquebrantable e impostergable, desde el 2 de abril de 1995 la vigilia por Malvinas se ha convertido en algo sagrado para los fueguinos y nos gustaría que sea reconocido como merece serlo.Se trata de un compromiso con la memoria y un agradecimiento al sacrificio de nuestros jóvenes, quienes merecen todos los honores, el cariño y respeto de todos nosotros y de los que vendrán.Por todo lo expuesto vería con agrado que mis pares acompañen el presente proyecto de ley.
